In order to comprehensively do a good job in the civil aviation transportation and safety work of "One Belt, One Road" International Cooperation Summit Forum, the Civil Aviation Administration held a special teleconference to convey the important instructions of the Party Central Committee and the State Council on March 29, and comprehensively deployed the civil aviation transportation and actual work in the stage. Li Jian, deputy director of the Civil Aviation Administration, required all civil aviation units to fully maintain the civil aviation safety and transportation order and resolutely win the battle of civil air transportation safety according to the standards and requirements of “highest specification, strongest deployment, most stringent measures, best conditions and best results”, to contribute to the safe and smooth holding of the summit forum. 

Li Jian fully affirmed the preparations for the transportation security of the civil aviation summits by units at all levels. He said, since the preparatory work for the summit forum was fully launched on December 14 last year, units at all levels in the industry have attached great importance to it and steadily promoted it. They have done a lot of solid and meticulous work, especially various operational support units of civil aviation in North China, as the main body of Civil Aviation Transportation Safety Guarantee Task of the Summit Forum, accelerated the preparatory work from the basic research, plan preparation, organization and mobilization, and personnel education and training in combination with Spring Festival travel and Two Sessions, laying a solid foundation for the works in the preparatory and actual stages.     

Li Jian put forward five requirements for the safety and security of civil aviation transportation in the summit forum: first, we shall further improve our ideological understanding, and earnestly enhance the sense of responsibility and urgency of doing a good job in the safety and security of civil aviation transportation in the summit forum. Second, we shall further strengthen the bottom line thinking, and make full preparations for various risks. Third, we shall further strengthen the overall safety control and earnestly do a good job in civil aviation security, air defense security, public security, safety production, safety supervision, and emergency disposal, etc., to eliminate various risks and hidden dangers. Fourth, we shall further improve the civil aviation transportation services to ensure the safe and smooth operation of the flight. Fifth, we shall further strengthen the coordination and responsibility, grasp the relationship between security and service, and resolutely complete the task of ensuring the safety of the civil aviation transportation of the summit forum. 

It is reported that, in order to do a good job in the civil aviation transportation guarantee and security work of this summit forum, the Civil Aviation Administration has researched and formulated the Civil Aviation Transportation Security Protection Work Plan for "One Belt and One Road" International Cooperation Summit Forum, to clarify the overall idea, objectives, organizational structure, job responsibilities and specific measures of the civil aviation transportation safety guarantee in this summit forum.
