Construction of aircraft tracking and monitoring system

Today, a news regarding the construction of aircraft tracking and monitoring system is reported in the official website of Civil Aviation. At the beginning of 2016, Director Feng Zhenglin proposed the requirements of adhering to the flight safety bottom line and clearly pointed out that “China's civil aviation should adhere to the bottom line of flight safety, clean government safety and true services”. In 2017, the construction of aircraft tracking and monitoring system is one of the major works for carrying out General Secretary’s important instructions of “one system and three capabilities”. This is the next work of the Civil Aviation Administration for the deployment of flight safety. 

 

 

In the meeting, Wang Zhiqing, deputy director of the Civil Aviation Administration, stressed that building a global tracking and monitoring system for aircrafts is a basic work for the future national civil aviation operation situation, traffic management system and normal flight, which is of great significance to the development of civil aviation in the future.  As a long-term task, the aircraft tracking and monitoring covers a variety of aspects, including regulations, standards, operation management, technical means, new technology research and development and applications, etc. We should comprehensively improve the ability of China's global tracking and monitoring of civil aviation aircrafts from the development perspective and strengthen the construction of China's aviation security system.  

1) Coordinate and make concerted efforts, clarify responsibility to solidly promote the implementation of “three steps”. It is necessary to revise and improve the “three-step” implementation plan as quickly as possible and submit it to the Bureau Meeting for consideration, as the basis and guideline for carrying out the construction of aircraft tracking and monitoring system by various units in the future.   

2) Open access and establish an aircraft location information sharing platform as soon as possible. Relying on the operation monitoring center, we should establish the aircraft location information sharing platform, achieve the aircraft position information data sharing between the operation monitoring center, the air traffic control bureau and the airlines, constantly improve the civil aviation operation information resource management mechanism, to form an aircraft information monitoring network with information access and resource sharing.   

3) Adhere to independence and work together to develop the “Beidou” navigation application. We should actively communicate with National BeiDou Office and related authority on the "Beidou" application demonstration according to the "Beidou" application implementation strategy of "general application before transportation, monitoring before navigation”, and support and encourage the application of “Beidou” in the navigation field from the policies and achieve the navigation and surveillance applications of “Beidou” Navigation. 

4) Implement technological innovation to continuously improve the level of civil aviation operation monitoring. We should vigorously promote the construction of ADS-B and airline satellite communication capability, strengthen the risk management and control capability, improve emergency response ability, strengthen technical cooperation within and outside the industry in an open and inclusive manner, to truly strengthen the new technologies, dare to utilize and apply the new technologies.
